Extended Opportunity Programs & Services (EOPS)

EOPS is designed to help underserved, at-promise students from low-income backgrounds achieve their academic and personal goals - whether it be earning a certificate, associate's degree, or transferring to a four-year university. Under the EOPS umbrella we also have two other programs: CARE and NextUp.

What is CARE?

Cooperative Agencies Resources for Education (CARE) Program is a supplemental program to EOPS that is designed to provide the extra help a single parent may need to achieve their academic and career goals.

What is NextUp?

NextUp is a supplemental program housed within EOPS. It is designed to provide support services and other resources, including direct aid to current and former foster youth.

Who qualifies?

• EOPS

  Students must:

  • Be a California resident or meet AB540/California Dream Act Requirements.
  • Be enrolled in at least 12 or more units at the time of acceptance into EOPS and have to earn a certificate, associate's degree or transfer.
  • Have completed less than 45 degree-applicable units.
  • Qualify for the California College Promise Grant (formerly BOG Fee Waiver) with an Expected Family Contribution (EFC) of $0.
  • Be considered educationally underserved (determined by EOPS).
• CARE

  Students must:

  • Be a single parent with a child or children and currently receiving CalWORKs/TANF.
• NextUp

  Students must:

  • Be a California resident or meet AB540/California Dream Act Requirements.
  • Be a current or former foster youth in California whose dependency was established or continued by the court on or after the youth's 13^th birthday.
  • Qualify for the California College Promise Grant (formerly BOG Fee Waiver) with an Expected Family Contribution (EFC) of $0.
  • Be no older than 25 years of age at the commencement of any academic year in which she or he participates in NextUp.
  • Be enrolled in at least 9 units at the time of acceptance into NextUp.

What does it mean to be educationally underserved?

Students must meet ONE of the following criteria:

• Speak a language other than English at home.
• Be considered first-generation college student (your parents/guardians did not graduate from a 4 year college or university)
• Graduated from high school with a G.P.A below 2.50 on a 4.0 scale
• Current or former foster youth
• Not have graduated from high school or obtained a GED
• Be from an underrepresented group

Booking an appointment with an EOPS counselor is now easier than ever! If you are an EOPS student, use this online booking system to schedule an online or phone appointment with a counselor. We can answer your questions and support your academic, professional and personal success at Coastline.

What happens after I apply?

1. The EOPS staff will review your application within five (5) business days and you will be notified of our decision.
2. Please continue checking your student email for important program messages.
3. If you are accepted to our program, you will be contacted via email or phone to set-up an appointment with a counselor.

• Questions & Answers

  1. Can we transfer EOPS from other colleges to Coastline College?

  Yes, you can, but you must fill out a Coastline College EOPS online application, a transfer request form (COMING SOON), and submit a copy of your official transcripts from the transferring college.

  2. How many semesters can I be in EOPS before I must exit?

  You can participate in 6 consecutive semesters (Fall, Intersession/Spring) in EOPS and/or accumulate 70 AA/AS degree-applicable units before you must exit. Summer sessions are not counted as part of the 6 consecutive semesters.

  3. Do I have to reapply every semester?

  No, if you complied with the program requirements the previous semester, you do not need to reapply.

  4. What are the requirements to stay in the program?

  All EOPS students must complete three scheduled EOPS counseling contacts and complete their Academic Progress Report (APR) each semester (Fall/Spring). This requirement can be satisfied by:

  • 1^st Appointment - Complete the first counseling appointment within the first six weeks of each semester. This appointment will include the completion or update of your Student Education Plan.
  • 2^nd Appointment - Submit the APR in the EOPS & CalWORKs Canvas shell - on time - and meet with an EOPS counselor as needed each semester (Fall/Spring). The purpose of the APR is so that academic progress can be monitored, and appropriate actions may be recommended to help support your success.
  • 3^rd Appointment - Complete a third counseling appointment to discuss plans and courses for the next semester, discuss transfer plans, and set exiting dates.

  Additionally, attend at least one workshop or activity each semester. You can find a workshop calendar in the EOPS & CalWORKs Canvas shell.

  5. What are the benefits of seeing an EOPS/CalWORKs Counselor?

  • Meeting with your EOPS/CalWORKs counselor is an invaluable experience that will help you navigate the college experience, overcome obstacles, and achieve your academic, career, and personal goals.
  • Your counselor will help you develop a tailored plan that aligns with your needs and goals to help you choose the appropriate courses, identify transfer institutions, develop career strategies, and help you stay on track by providing frequent check-ins.
  • Counselors offer comprehensive support and assistance, especially to students facing educational, economic, language challenges, or other personal challenges. They can help identify helpful resources on campus and within Coastline's large extended community, ensuring you have all the support you need.
  • EOPS counselors can help you navigate financial aid options, including information about Satisfactory Academic Progress (SAP) and developing Comprehensive Student Education Plans, which are also required when applying for student loans or Financial Aid appeals.
  • Our counselors can assist you in setting short-term and long-term goals for exploring and identifying career options and developing strategies to achieve your aspirations. We offer career assessments, workshops, and guidance on resume development and job search strategies. We collaborate with our Career Center so that students can broaden their network of support at Coastline.
  • EOPS counselors serve as advocates for students at Coastline College, helping to address any challenges or concerns students may encounter. They also provide support and guidance for personal development, including time management, study skills, stress management, and coping strategies. These holistic approaches contribute to the overall well-being of our students and student success.
  • Studies have consistently shown that students participating in EOPS/CalWORKs programs are more likely to persist in college and achieve their educational goals. By providing targeted support and resources, our counselors are instrumental in increasing student retention and success rates, giving you the confidence to succeed.

  6. Can I attend Coastline and another campus while in the EOPS program? If yes, are there any requirements?

  Yes, you can attend Coastline College and another sister campus (Orange Coast College & Golden West College) while in the EOPS program at Coastline College. However, to qualify for our services, you must have EOPS counselor approval, and at least one of your courses must be taken at Coastline College.

  7. How do I know I have a book voucher?

  The EOPS office will make an announcement on the EOPS & CalWORKs Canvas shell regarding the book voucher process a few weeks prior to the start of fall/spring semester. The bookstore will communicate with you directly regarding instructions for purchasing textbooks when your voucher becomes available. Therefore, please check your email regularly. There will be no cash back for unused amounts. The return of any books purchased with this voucher is subject to the return policy of the bookstore.

  8. Can I use the book voucher to purchase other supplies?

  No, you cannot. The book voucher is only for purchasing/renting new or used textbooks, including textbooks access codes sold at the Coastline online bookstore. However, you may receive a school supply card based on funding availability.

  9. Can I use the book voucher to purchase a chemistry kit or art supplies kit since my instructor required tool kits instead of textbook for the course?

  No, you cannot. However, you can contact our office to request for reimbursement by providing the student’s name, student ID, receipts, course syllabus with CRN and course number.

  10. Can I use my book vouchers for textbooks for classes at Orange Coast College or Golden West College?

  If you are taking additional classes at Golden West College and/or Orange Coast College, please contact our EOPS office for further instructions regarding textbook reimbursement request. You will be asked to provide your name, student ID, receipts, course syllabus with CRN and course number.

  11. How do I find the tracking confirmation numbers of my book orders?

  Go to Coastline's Online Bookstore and log in to your account. They will provide your order ID with the tracking confirmation number and the details of your order.

  12. What if I have issues with food insecurity, housing insecurity, or technology? Where can I go to get support?

  You can learn more about our Dolphin Assistance Program (DAP) by visiting Student Services | Basic Needs. The DAP program can provide access to the food pantry, computer loan program, and referrals to housing resources.

  13. I am a parenting student, are there any other resources for me?

  Yes, if you are a parenting student receiving CalWORKs/Cash Aid/TANF please visit the CalWORKs website or call the CalWORKs office at 714-714-7099.

  14. Is EOPS the same as financial aid?

  EOPS program offers a variety of support services including book vouchers, priority registration, counseling services, transfer assistance, school supplies, skill building workshops, community resources, EOPS grants, and graduation preparation. Financial assistance such as grants is one of them. Filling out FAFSA/CA Dream Act application is one of the steps to get on board.
